EXPORT PROMOTION AND DEVELOPMENT DIVISION
Mongolia, as a developing country, is benefiting from preferential treatment of trade and customs tariffs of 35 highly developed countries. The preferences have to be provided based on the Certificate of Origin. The issuance procedure of certificates of origin is regulated by “Regulation for Issuing the Certificate of Origin and Determining the Origin of Export products Originated from Mongolia”, which was adopted by the order of Chairman of Mongolian National Chamber of Commerce and Industry. In order to issue the certificate of origin the Department studies the schemes of the countries to grant preferential tariff treatment under the Generalized System of Preferences (GSP), conducts seminars for member companies, assesses the related foreign trade documents and makes the physical inspection if necessary. For instance, the Department conducts the inspection of the containers with import and export goods and exporter’s manufacturing process, thus preventing from exporting the ready-made products not originating from Mongolia.
Also it focuses on the following activities:
- Providing information on Customs Law of Mongolia, Customs Tariff Law and Harmonized System of determining and coding the commodities
- Issuing of Force Majeure certificates (the Force Majeure certificate is the principle approved by International Trade laws that contracting parties to be exempted from payment of Damages caused by natural disasters)
- Verification of related documents for industrial and commercial enterprises. For instance, verification of certificates of origin, issuance and certification of other foreign trade documents.
- Declaration of goods to customs administration via wire cable – Customs Broker
“72 to EU” project
Today Mongolia is a beneficiary country under “GSP+” treatment of European Union from 01 January 2008 until 2012. EU GSP+ provides preferential duty-free entry for 7200 products originated from Mongolia. The main purpose of this project is to provide information on “GSP+” and to promote Mongolian export to EU market under the “GSP+” treatment.
The Export Promotion and Development Division runs 5 councils and 1 committee, which are Export Promotion Council, Bio Eco Product Development Council, Customs brokers` council, Coal export price council, Packaging council and Customs & Business Partnership Committee.
Customs & Business Partnership Committee
Main purpose: To strengthen customs and business co-operation and to promote the implementation of latest international standards that provides security of supply chain and facilitation of global trade.
